How the map encodes two datasets
The big picture: Each issuer's brand color shows where the stablecoin is available. The opacity of that color shows how well-regulated the jurisdiction is.
Full opacity
Comprehensive regulation. Dedicated stablecoin framework enacted and in force — the issuer has clear legal standing.
Medium opacity
Partial regulation. Stablecoins regulated under existing financial law without a dedicated framework. Issuer licensing may exist but reserve requirements are incomplete.
Low opacity
In progress or no framework. The stablecoin circulates but the jurisdiction lacks specific regulation. Legally ambiguous.
Update cadence: Coverage data is reviewed quarterly or when a material regulatory change occurs. Regime classifications follow the regulation map methodology.
Data sources: Issuer regulatory filings, national regulator registries, exchange listing announcements, and enforcement notices.
